This is usually an issue with Gatekeeper; to circumvent Mac's Gatekeeper, I would try a right click (or ctrl + click) on the Builder and then "Open". If this does not work, you can go to System Prefs...

Did you set it as the default skin for your project? I think it should be the Application -> Right mouse click -> Properties -> Default GUI skin.
